What SEER2 rating is realistic to shop for?

Per the U.S. Department of Energy's own federal-purchasing acquisition guidance for residential central air conditioners (energy.gov, updated December 2024), the current baseline federal minimum is 13.4–14.3 SEER2 depending on region, ENERGY STAR-qualified equipment sits around 15.2 SEER2, and the best widely available residential systems reach roughly 23.5 SEER2. Most homeowners land in the 15–18 SEER2 range for a practical balance of upfront cost and efficiency gain — the jump from code-minimum to ENERGY STAR captures a large share of the available savings at a relatively modest cost premium, while chasing the top of the range delivers a smaller marginal gain (see the diminishing-returns math in the guide above) for a much larger price jump.

Formula: annual cooling energy (kWh) = (system output in BTU/hr × cooling hours per year) ÷ (SEER rating × 1,000), calculated once at your current SEER and once at your target SEER2. The difference in kWh, multiplied by your electricity rate, is your estimated annual savings. This is the same simplified approach the U.S. DOE's Federal Energy Management Program uses in its own central air conditioner purchasing examples (energy.gov, Dec. 2024 update). Climate-zone hour presets are derived from those same published regional examples for a 36,000 BTU/hr reference system. The default electricity rate is the U.S. average residential price of $0.1844/kWh (EIA Electric Power Monthly, Table 5.6.A, May 2026 data). The install-year SEER lookup reflects DOE minimum-efficiency-standard history: 10 SEER (1992), 13 SEER (2006), regional 13–14 SEER (2015), and regional 13.4–14.3 SEER2 (2023). This is a simplified estimate — actual savings vary with duct losses, refrigerant charge, thermostat use, and installation quality, and isn't a substitute for a contractor's load calculation or a utility energy audit.
